In a large pan on the stove, melt together the milk, cocoa powder, sugar, coconut oil, peanut butter, vanilla extract, and salt over medium heat stirring frequently until smooth and runny.
Mix in oats and rice cereal.
Allow to cool until mixture can be easily handled (in refrigerator or on counter).
Form into cookies and place on a cookie sheet. Chill in refrigerator.
Store in airtight container in refrigerator up to one week or out of refrigerator for three days. These cookies also freeze well.
